解決方法

PlateSpin での変換時には、Cドライブを含めすべてのボリュームで、
システムアカウントの追加及び管理者権限が必要となります。

Windows PEでの起動が可能であっても、変換元のサーバの設定時に、
システムアカウントでのC:\boot.iniファイルへの操作などが必要と
なります。
