Device not started (igfx) Windows 11

My monitor started blinking off and then on. Mostly off and occasionally on.  My computer is always on and updates happen at night. I have never had this problem before, so I am assuming it was an update conflict. After research, I am getting a message "Device not started" in the Events tab. In the information section, I receive the following message, "Device PCI\VEN_8086&DEV_5917&SUBSYS_83C8103C&REV_07\3&11583659&1&10 had a problem starting."

 

I have checked the cables, opened it up and checked the cables inside (Did notice I need a new battery due to it starting to bulge), hooked another computer to the monitor and the monitor projected without a problem. Uninstalled driver and installed new driver. Installed Intel Driver and Support Assistance. Updated suggested drivers. Restored my computer to a previous date. Same issue. Went back and  updated with latest updates. Restarted my computer using restart and shut all the way down and restart. 

 

I don't know what else to do. I am running Windows 11 and currently have Intel (R) UHD Graphics 620, Driver date 5/24/23. Driver version 31.0.101.2125. 

 

If you have any suggestions, I am desperate for ideas.

Thank you for posing in the Intel Communities. We would be more than pleased to help you.

 

Based on your issue and the steps you tried, we recommend you perform a clean driver installation, installing the latest driver, 31.0.101.2125. Corrupted files from previous installations of drivers can linger on a system, which can cause driver updates to not work as expected, and performing a clean driver installation will eliminate previous driver files.

 

You can also check if the issue remains when using a different video output port.

 

If the issue remains, we would like to gather more information about your system. Please provide us with the following:

  1. What is the model of your monitor?
  2. System reports to confirm that the unit is up to date:
  • Intel®️ System Support Utility (Intel®️ SSU)
    • Open the application and click "Scan" to see the system and device information. By default, Intel®️ SSU will take you to the "Summary View."
    • Click on the menu where it says: "Summary" to change it to "Detailed View."
    • To save your scan: click "Next"; then "Save."
  • Intel® Graphics Command Center:
    • Open the Intel Graphics Command Center
    • Navigate to the Support tab
    • Select System Diagnostic
    • Click Generate Report
    • Select Save and name the output file.

Hello Jean,

 

I followed all of your suggestions, and my monitor is still blinking on and off. The following times will allow you to see how long it stays on and off:

On: 3.61 sec

Off: 2.60 sec

On: 50.80 sec

Off: 2.81 sec

On: 12.45 sec

Off: 3.73 sec

 

I attached my wife's laptop to my monitor and there was no blinking at all. The monitor worked the way it used to with my computer. 

 

The below information is what you requested (I also copied the reports and attached them as files):

Monitor: AOC, Model 270LM00009

I responded to your post on 9/15/23. I do not see the post on the thread. I know it went through because I received and email from Intel after I sent the post.

 

I am responding through email because I cannot figure out how to fix the problem. I have spent hours and many attempts to solve the problem.

 

I followed all of the steps you suggested. I am still getting a monitor that turns on then turns off. As I said before, I connected my wife’s laptop to my computer, and the monitor never gave me a problem.

 

I’ve attached the Intel System Support Utility (Intel SSU) and the Intel Graphics Command Center.

I am also including screenshots of what the “Event” states on the Intel Graphic Properties.

Just so you know, while the Community software does support replying via email, this is not the first time that I have heard someone complaining that their response had disappeared. It is far better to log into the Community and respond there. You will then have a visual confirmation that the response was indeed posted.

We have been able to check your post. We are sorry for the inconvenience.

 

This time, we would like to inform you that there are two different types of drivers, generics provided by Intel and Equipment Manufacturer drivers, that are customized to work with each specific system. The best thing to do is to use the drivers provided by the system manufacturer (OEM). Since the latest Intel Driver presents the issue, we recommend you install the latest driver from HP. Based on the HP website, the latest graphics driver version is 21.20.16.4574. Installing this Intel generic graphics driver will overwrite any customized driver from your Computer Manufacturer, so we recommend you perform a clean driver installation to eliminate all the Intel drivers.

 

We also noticed that the Intel® Graphics Command Center report only shows one monitor, so we would like to confirm if the external monitor was connected when you gathered the information from the system reports.
