CakePHPの設定（Config.lang(?)）から言語の切替を行えるようにする
言語が存在しない場合は default言語から選択する
TinyMCE の言語ファイルの置き場所を決定する
日本語言語ファイルの配置を行う
TinyMCE 言語ファイルをひとまずエンコードなしバージョンに変更
必要な箇所の日本語文言の修正
UNICODEエンコード対応

概要

ユーザーがNC3で選択した言語で WYSIWYG画面の表示を行う
日本語・英語を用意する
TinyMCE のローカライズ機能を利用する
