How to use the PGPLOT graphics library from Fortran95 on Windows-XP

The PGPLOT graphics package is widely used by scientists and others,
as it is written (mainly) in Fortran, easy to use, and well-
documented.
Unfortunately it has been hard to use it on Windows-XP with modern
Fortran compilers such as g95 and gfortran. I have finally worked
out
how to do this, and provided a "how-to" document - see

I am grateful to Tsuguhiro Tamaribuchi who wrote the GrWin package,
and
to Jos Bergervoet for his GIF-writing software, without which this
would
not have been possible.
