What user does steam run as? Thought you might have a user "steam" and maybe some files might be owned by root.
I have having that exact issue! I cannot figure what is going on.

I've had the same problem where I see the ESO first installation launcher with the "20 Go / 3 Go available" message AND the "path is not writeable" message.
I'm using Pop!_OS 21.04 x86_64.
Here is my solution.
1 - From your terminal, go to :
/home/[YOURUSER]/.steam/debian-installation/steamapps/common/Zenimax Online
2 - Execute the following line :
wine zosSteamStarter.exe
3 - Wait for the installation to proceed.
4 - Start ESO from Steam and enjoy!
Note : while debugging, I've also set all my files in the Zenimax Online directory (see above) as read/write/execute for all users. I DON'T THINK it is necessary for the above solution to work, and I KNOW it is a bad idea in general.
